Can anyone tell me the NEW rule changes for the 2010-2011 Basketball season?

If you are talking about the NFHS Rule Book changes, they won't be out until May/June. If you are talking about the LHSAA Handbook, those changes are already in the handbook for next season.

can someone tell us one, or more, noticeable changes that we will see for sure? will this be for boys and girls basketball?

The rule changes are very minor. There will no real noticeable basketball rule changes. Here is the link to the changes for next year
